Effective since January 17, 2025, the Immigration Department (ImmD)of  HKSAR Government further promotes electronic services for visa applications. And applicants of the following admission policies/schemes must submit their applications for visa/entry permits and extensions of stay by electronic services. The Chinese Embassy in Estonia will no longer receive the following applications.

   2.Admission Scheme for Mainland Talents and Professionals;

Electronic services allow applicants to complete the entire process of an application through the ImmD mobile application, the ImmD's website (www.immd.gov.hk/eng/index.html) or the GovHK website (www.gov.hk/en/nonresidents/), without having to visit an Immigration Office in person.

In addition, for applications to study in Hong Kong, applicants can only submit applications online, by mail or through a guarantor in Hong Kong. The Embassy will no longer collect and forward the relevant applications. The arrangement for mainland residents to submit applications to study in Hong Kong to the ImmD through the admission institutions remains unchanged.

In addition to the above arrangements, the ImmD has implemented electronic visa application services for the following six entry schemes/arrangements for entry permits and extensions of stay, and the relevant applications must be submitted online:
