Remarks by Spokesperson of Chinese Embassy in Estonia on the China-Related Contents in the Annual Review 2025-2026 of Internal Security Service

The Embassy of the People’s Republic of China in Estonia strongly condemns the Estonian Internal Security Service’s 2025–2026 Annual Review, which once again makes malicious speculations and stigmatizes normal exchanges between China and Estonia under the pretext of so-called “influence activities.”


The China-related content in the report disregards facts and is based on groundless allegations. It demonstrates that the Internal Security Service is deeply entrenched in its ideological bias and totally lost in  its illusory and self-fabricated narratives, showing the extremely lacking of confidence and openness. Its ulterior motives is to interfere with the normal work of the Chinese Embassy, mislead and intimidate people from various sectors in Estonia who engage in normal exchanges with China, so as to disrupt such exchanges between the two countries.


China adheres to the principles such as mutual respect for sovereignty, non-interference in each others' internal affairs, equality and mutual benefit when developing its relations with other countries, and is committed to promoting friendly cooperation with Estonia. China does not seek any “dominance” or “supremacy” over Estonia or any other country as alleged in the report.


Chinese Embassy in Estonia is established following the Joint Communiqué on the Establishment of Diplomatic Relations between China and Estonia. It is officially accepted by Estonia and protected by the rules of international law, includingthe Vienna Convention on Diplomatic Relations, as well as Estonian domestic law. Its mandate is just“promoting friendly relations between the two countries, and developing their economic, cultural and scientific relations”, which is lawful and justified, cooperative and mutually beneficial, and has been supported and welcomed by the Estonian people.


We believe that voices based on facts and reason will ultimately prevail, and that China–Estonia relations will continue to maintain sound and stable development through the joint efforts of the two peoples.
