On June 3, 2016, President Xi Jinping held talks at the Great Hall of the People with King Norodom Sihamoni of Cambodia. Both sides agreed to consolidate good-neighborly friendliness and deepen mutually-beneficial cooperation so as to push for constant development of China-Cambodia comprehensive strategic cooperative partnership and bring more benefits to both peoples.
Xi Jinping pointed out that China and Cambodia are good neighbors like brothers and good friends with sincerity. China-Cambodia friendship, jointly forged and carefully nurtured by King Father Norodom Sihanouk and older generations of Chinese leaders, has been growing deeper into people's heart and become a treasure of both peoples. Having inherited His Majesty King Father's cause of friendly relations with China, Your Majesty has been committed to carrying forward bilateral traditional friendship for a long time, which we speak highly of. China cherishes its special friendship with the Cambodian royal family, attaches great attention to developing relations with Cambodia, and supports Cambodia to follow a development path that suits its own national conditions.
Xi Jinping emphasized that both sides should maintain close engagement, and strengthen strategic communication. It is hoped that leaders of both countries will continue to carry out frequent exchanges like visiting relatives. Both governments, political parties, parliaments and local provincial as well as municipal administrations should strengthen exchanges so as to push for all-dimensional, multi-field and deep-level development of China-Cambodia relations. Both sides should deepen practical cooperation to achieve mutual benefit and win-win results. The two sides should step up efforts to synergize their development strategies, speed up negotiation on documents related to inter-governmental cooperation on the "Belt and Road" Initiative, and well implement memorandums of understanding on production capacity and investment cooperation so as to strive for early harvests. China and Cambodia should accelerate cooperation in areas including agriculture, water conservation, infrastructure construction and information communication to help Cambodia speed up development and let the Cambodian people enjoy more tangible benefit from bilateral cooperation. The two countries should, on the basis of existing foundation, take full advantage of cooperation mechanisms between law enforcement, security and other departments of both sides to jointly safeguard respective stability. The two countries should also expand people-to-people and cultural exchanges, invigorate non-governmental exchanges, strengthen cooperation on education, culture, tourism and health care, and increase friendly exchanges between the younger generations to enhance friendly relations between both peoples and consolidate the social foundation for China-Cambodia relations. China and Cambodia should conduct closer multilateral cooperation and strengthen mutual support. China is willing to strengthen communication and coordination with Cambodia within multilateral frameworks such as the East Asia cooperation and Lancang-Mekong Cooperation, so as to jointly safeguard the common interests of the two countries and other developing countries.
Norodom Sihamoni noted that China is a great friend of Cambodia. The Cambodian side speaks highly of, and will continue to push forward the Cambodia-China traditional friendship and solidarity forged by King Father Norodom Sihanouk and generations of Chinese leaders. Cambodia appreciates China's long-term support and assistance. He agrees with President Xi Jinping's propositions on deepening Cambodia-China relations. The Cambodian side stands ready to deepen practical cooperation in all areas with China.
Prior to the talks, Xi Jinping held a welcome ceremony for Norodom Sihamoni at the square outside the East Gate of the Great Hall of the People. Vice Chairman of the Standing Committee of the National People's Congress Zhang Ping, State Councilor Yang Jiechi, Vice Chairperson of the National Committee of the Chinese People's Political Consultative Conference Li Haifeng and others were present.
