Notice on Adjustment of the Online Application of the Declaration of Health for Foreign Passengers

According to the notice issued by this Embassy on October 30, starting from 7 November 2020, the provision will be implemented to require all Chinese and foreign passengers who are to fly from Estonia to China to take nucleic acid and IgM anti-body tests (the recognized testing institution in Estonia is Synlab Eesti OÜ, https://synlab.ee/, as informed in Embassy notice on 31 August 2020) and then apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flights. In order to give more facilities to foreign citizens, starting from 9 November 2020, way of applying for Health Declaration Form will be adjusted. Foreign passengers need apply online for the Green Health Declaration QR Code with the HDC logo (as of 23 November, the way to request the Health Declaration by email will no longer be accepted). Specific instructions are as follows:

Passengers who take flights from Estonia to China, when obtaining the two negative results certificates, enter the page https://hrhk.cs.mfa.gov.cn/H5/ or scan the following QR code to request the Health Declaration QR Code. After registering with your mail and sending your information duly filled in, the Embassy will review the application and grant the applicant the Green QR Code of Health Declaration with the HDC logo. Passengers will need to show the QR Code (electronic or printed version) for review by the airline during check-in or boarding.

It is also reminded that no matter you enter into or transit in the country where the direct flight to China operates, passengers needs to take nucleic acid and IgM anti-body tests in the transit country. After getting the negative certificates, with same way, apply for the new Green QR Code of Health Declaration with the HDC logo. Airline of direct flight to China will check before boarding.
