Ladies and Gentlemen, Dear Friends,
Today, I am very happy to have this opportunity to meet you here to celebrate the 58th anniversary of the founding of the People's Republic of China. Also Presenting at this occasion is the Tibetan Religious and Cultural Delegation of the People's Republic of China who is visiting Estonia. I would like to introduce to you some members of the Delegation. They are: Mrs Qiangebaciyang, Professor and Vice Rector of Tibet University; Mr. Daojirenqin, Professor and Dean of the School of Tibetan Language and Culture, Northwest University of ethnic groups; Living Buddha, Gezhige Monastery, Guoluo Tibetan Autonomous Prefecture of Qinghai province. On behalf of the Chinese Embassy and on my own behalf, I would extend my warm welcome and sincere thanks to our distinguished guests present today.
China has made tremendous and profound changes over the half century since the founding of the Republic, especially the recent 30 years after it adopted the policy of opening to the outside world. It has successfully realized the transformation from the planned economy to the socialist market economy and made important progress in the reform of political, cultural and social structure. Remarkable achievements have been gained in the way of its modernization. It has registered an average annual GDP growth rate of 9.7% from 1978 to 2006. During this period, the total volume of its import and export trade has increased from 20.6 billion to 1.76 trillion, the per capita consumption of its urban and rural population increased by over 4 times in real terms, and the poor rural population dropped to 20 million from 250 million. In the first half of this year, China's GDP increased by 11.5%, the total volume of its import and export trade increased by 23.3%, its total retail sales of consumer goods rose by 15.4%, and the overseas direct investment grew by 12.2%. As a permanent member of the Security Council of the United Nations, China plays an active and constructive role in upholding justice in international affairs. We take our international responsibilities and fulfill our duties according to the national capabilities. The achievements themselves clearly indicate that we have found a correct road of development, which suits China's particular conditions and conforms to the trend of the times.

Ladies and Gentlemen,
Notwithstanding the achievements China has so far obtained, it is significant to take an objective, accurate, practical and realistic approach in viewing and estimating China's economic position in the world economy. In this context, I want to tell you frankly that China is still the largest developing country in the world with a huge population, weak economic foundation and under-developed productivities, which remains fundamentally unchanged so far. Although the overall scale of China's economy is large, its per capita GDP is ranked 100 countries behind. Uneven development between urban and rural areas and among different regions is still an acute problem. There are still some pressing institutional and structural problems, which constrain China's economic development and need to be addressed. For instance, there is imbalance in international payments, pressure on resources and the environment is mounting, and there is an urgent need to conserve energy and cut pollutant discharge. Modernization remains a long-term goal for China. To resolve these problems, we are implementing the policy of scientific development which puts people first and promotes comprehensive, balanced and sustainable development. China is working hard to achieve sound and fast economic and social development. China unswervingly stays on the path of peaceful development. We will spare no effort to develop ourselves through safeguarding the world peace and our development will promote world peace as well. China's development will promote world peace and development and will never pose a threat to any country. While focusing on the peaceful development, China is making great efforts to push building a harmonious world. We advocates a harmonious world that features lasting-peace, common prosperity, equality, democracy, mutual respect, dialogue, coordination, cooperation and all-win.

As the Ambassador of China to Estonia, I'm very happy to see that the two countries have enjoyed a continuously expanding, and deepening pragmatic cooperation in the areas of politics, economy, culture, education and military. On the basis of equality, mutual respect and mutual benefit, Sino-Estonian friendly relationship maintains a consolidating and promising perspective. It is in line with the common aspiration and the fundamental interests of the two peoples to deepen the existing friendship between us. The Chinese Embassy and myself are always ready, together with the Estonian Government and friends from all fields, to endeavor for a bright future for our bilateral relations!
