Speech by Ambassador Guo Xiaomei at the Reception Celebrating the 75th Anniversary of the Founding of the People’s Republic of China

Distinguished Guests, Excellencies, Dear Compatriots, Ladies and Gentlemen:

It’s my great honor to be with you tonight to celebrate the 75th anniversary of the founding of the People's Republic of China. On behalf of the Chinese Embassy in Estonia, I would like to extend a warm welcome to everyone and express my sincere appreciation to all who have been committed to promoting cooperation between China and Estonia.

Over the past 75 years, China, under the strong leadership of its Communist Party, has created great development miracles, making people move from bare subsistence to moderate prosperity, and the country from weakness and poverty to prosperous and strong. 

Today, the Chinese people are embarking on a new journey to move towards the great rejuvenation of the Chinese nation on all fronts through the path of Chinese modernization.

Only two months ago, the Third Plenary Session of the 20th Central Committee of the Communist Party of China adopted the“Resolution on Further Deepening Reform comprehensively to advance Chinese Modernization”. Taking the economic structural reform as the spearhead, the Resolution comprehensively layed out over 300 major reforms across various fields for the next five years, and drew a blueprint to a generally modernized system and capacity for governance by 2035. 

In this process, China will continue to promote reform through high-standard opening up. Over the past decade, China’s average contribution to global economic growth has reached 38.6%. I believe that with the successive implementation of a series of high-standard opening-up measures, China will unleash even more powerful momentum, providing valuable opportunities for win-win cooperation and common development for the world.

The world today is witnessing intertwined changes and turbulence, where unfortunately Cold War mentality and bloc politics prevail, economic globalization faces headwinds. With the aim to promote the building of a community with a shared future for mankind, President Xi Jinping has put forward the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, offering China’s solutions to address the development deficit, resolve security dilemmas, and enhance mutual learning among civilizations. China advocates an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization .We hope we human beings could live in an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security, and common prosperity.

Ladies and Gentlemen:

Since I assumed my post last September, I have been fulfilling my mission to promote the healthy and stable development of China-Estonia relations. I have the pleasure to witness the positive momentum thereof. The bilateral economic and trade cooperation is vibrant, and exchanges in cultural and educational fields continued.

Last year the Political consultations were held between the Deputy Foreign Ministers of two sides in Beijing. This year the Special Representative of the Chinese Government on European Affairs visited Estonia, and the Estonia-China parliamentary friendship group visited China.

At the same time, I also realize challenges and difficulties that face our bilateral relations. The groundless accusations targeted at the members of the Estonia-China parliamentary friendship group who visited China, served as a vivid manifestation of the challenges and difficulties. 

I would like to emphasize that there is nothing to be blamed for visiting China. Friendship group was neither the first, nor the last delegation who visited China during the end of August and the beginning of September. Before the visit, a delegation from the German Bundestag, the former Ukrainian Foreign Minister Mr. Kuleba, and U.S. National Security Advisor Mr. Sullivan just left China, the visit also encountered Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) where leaders of 53 African countries, the Chairperson of the African Union Commission, Secretary-General of the UN, as well as nearly 6,000 guests gathered in Beijing. Right after the visit, Beijing welcomed the Spanish and Norwegian Prime Minister.

As I happened to be in my vacation in China, I had the chance to participate several meetings in Beijing. Members of the Friendship Group conveyed Estonian views and opinions to their counterparts, enhanced mutual understanding—what’s wrong with that? Why we should be afraid of engagement and exchanges?

With the criticism of the visit, smears and attacks against China rooted from ideological prejudices also reached a peak. This reminds me a well-known saying in China:“Openness brings progress, while self-seclusion leaves one behind.”Indeed, China and Estonia differ a lot in terms of social systems, development paths, as well as values, however, these differences should not become obstacles to exchange and cooperation. Drawing ideological lines at every turn will only lead to self-imposed isolation. 

China has always advocated the philosophy of seeking common ground while reserving differences. We will firmly adhere to openness over isolation, cooperation over division, and integration over decoupling. We welcome all Estonian friends who wish to genuinely understand China to visit China in person. As Chinese Ambassador I will continue to dedicate myself to promote cooperation and friendship.“Beijing always welcome you.”
