On December 27, the Foreign affairs team of the Joint Prevention and Control Mechanism of the State Council of China issued a Notice on Interim Measures for Personnel Exchanges between China and Foreign countries, which will take effect on January 8, 2023.
According to the requirements of the Notice:
1, China-bound travelers are required to take nucleic acid test within 48 hours before flight departure, and can only take flight when the test result is negative. Travelers are no longer required to apply health code from the Chinese Embassy in Estonia before departure. Travelers need to declare the negative test result to China Customs by filling the Health Declaration Form.
2, There will be no nucleic acid test when travelers enter China, and no quarantine for those whose health declaration and entry inspection produce normal results. In case of a positive test result or any symptoms such as fever detected by China Customs, travelers will be required to take an antigen test. Those who test positive in the test will need to self-quarantine.
3, Measures to control the number of international passenger flights, including the "five-one" policy and the passenger load factor limit, will be lifted. The number of flights will be increased in phases. Airlines continue to prevent disease on board, and passengers are required to wear masks when flying.
4, There will be a continued improvement in arrangements for foreign nationals traveling to China for work and production resumption, business, study, family visits and reunions. Visa applications under these scenarios will be facilitated.
5, We will optimize supporting management measures to ensure that cargo at various ports will return to pre-pandemic levels as soon as possible.
6, Outbound travel of Chinese citizens will also be resumed in an orderly manner, in accordance with the global pandemic situation and varied service guarantee capabilities.
