Reuters: I am writing you for a comment on Estonian foreign intelligence service report, due to come out Wednesday 1100 Tallinn time, which claims that "up to 80 per cent of sanctioned Western components reach Russia through China" for Russian military industrial complex, "Beijing remains Russia’s primary hub for importing high-tech and dual-use goods", and that "Chinese government... facilitates bilateral cooperation and covert transfers of dual-use components through private companies".
Spokesperson of Chinese Embassy in Estonia: The accusations against China without any substantial evidence by an unreliable institution but spread at an incredible speed, shows a coordinated and deliberate smear campaign against China. We firmly oppose those accusations.
We would like to reiterate that China did not create the Ukraine crisis, nor is it a party to the crisis. China maintains an objective and impartial position, strives for peace talks and plays a constructive role for the political settlement of the crisis. China never provides weapons to the parties to the crisis and strictly controls the export of dual-use articles, China’s scope and measures of export control over drones including important components, are the most stringent worldwide. The normal exchanges and cooperation between Chinese and Russian companies should not be disrupted or interfered with.
On the Ukraine question, any disinformation that dismisses China’s efforts, misrepresents China’s intention and smears China’s image is neither responsible nor ethical. We urge certain countries to contribute to deescalation, instead of shifting blames onto others.
